The HP TouchPad’s twist-to-lock plug adapter is actually a universal charging device. The top can screw off so a second attachment for non-US power prongs can be added. If the top isn’t fastened tightly enough, your device will either show the error box or simply won’t charge. If your HP TouchPad is brand new, the issue is probably the barrel connector.

How can you be sure it’s connected? You have to unscrew the top, screw it back in, and make sure it snaps back into place. You may notice some writing on the side of the connector; make sure its aligned right.

If its still not working, grab another micro USB charger and connect it to the TouchPad.
